Job : Senior Specialist Low-Code Application Development
Location : Raleigh, NC, USA
NCDHHS ITD is seeking an experienced Senior Specialist to co-develop and implement a web-based incident reporting application/information system on the SimpliGov platform , replacing an existing on-premises custom-built solution. This role involves low-code application development, system integration, cloud migration, modernization of legacy applications, and close collaboration within an Agile environment.
Responsibilities
Design, configure, develop, and maintain applications on the SimpliGov platform
Build complex workflow automation, custom objects, business rules, validations, and notifications
Collaborate with stakeholders, Agile team members, Project Managers, and Business Analysts throughout the SDLC
Participate in and own SCRUM ceremonies (Sprint planning, stand-ups, reviews, retrospectives)
Develop, integrate, and maintain application components and APIs
Monitor SimpliGov environment for system health, performance, and uptime
Monitor and troubleshoot APIs and integrations
Provide user support and resolve issues during development and testing phases
Perform functional, integration, and user acceptance testing (UAT)
Test incremental deliverables and provide feedback to vendors
Support system go-live activities and post-deployment stabilization
Evaluate and reverse-engineer small-scale legacy .NET applications (C#, VB.NET) to capture workflows and requirements
Re-engineer legacy applications into modern platforms (SimpliGov, Power Apps, ServiceNow, Salesforce)
Work with stakeholders to document existing business processes and redesign them into modern workflows
Migrate SQL Server databases to Azure Cloud , ensuring data integrity and performance
Convert SAS/Access reports into Power BI dashboards with automation
Prepare and maintain project documentation, reports, analysis, and user guides
Perform other project-related tasks as directed by the Project and Portfolio Manager
Required Skills & Experience
Experience building complex workflow automation using low-code / no-code platforms
Strong experience with SimpliGov or similar platforms
Experience developing custom objects, workflows, validations, and business rules
Solid understanding of Software Development Life Cycle (SDLC)
Strong knowledge of Agile methodologies (Scrum, Kanban)
Experience with cloud technologies and software implementation projects
Experience with data conversion and system integrations
Experience with Active Directory integrations , user imports, and SSO
Experience with SharePoint (sites, libraries, lists, groups)
Strong experience with Microsoft Office Suite , Power BI , and Microsoft Project
Experience creating dashboards, reports, and analytics
Familiarity with integration tools such as Boomi
Experience migrating SQL Server Azure Cloud
Familiarity with Azure Data Factory, Azure SQL Database, Synapse Analytics, Blob Storage
Strong analytical, problem-solving, and documentation skills
Excellent verbal and written communication skills
Ability to work under tight deadlines and fixed budgets
Preferred Qualifications
System Administrator or Developer certifications
Prior experience working in State or Government environments
Experience in Healthcare, Mental Health, Medicare, or Medicaid systems
Experience modernizing legacy applications
